In an effort to foster professional development and operational capabilities of its workforce, the Philippine Normal University South Luzon, through the Human Resource Management and Development Unit (HRMDU) successfully conducted the first of the year-round series of sessions under UPGRADE: University Program for Gearing-up, Refining, and Advancing Employees’ Competencies Campus Edition. The two-day training, held from March 26 to March 27, 2025, focused on the Fundamental Principles and Processes of Government Budgeting, Procurement, Supply and Property Management, and Disposal of Government Properties.
The recent training sessions featured key discussions led by esteemed resource speakers from Philippine Normal University Manila, who brought their knowledge and expertise to the table. Mr. Ronnie B. Pagal, the Head of the Accounting Unit, initiated the dialogue into the processes of government budget planning, highlighting the importance of sound financial strategies and aligning budgetary allocations with institutional goals.
Further engaging the participants was Mr. Ryan Anthony A. Olalia, Head of the Procurement Management Unit, who expertly navigated the Fundamental Principles and Processes of Government Procurement. He emphasized the significance of adhering to the regulations laid out in Republic Act 9184 and RA 12009, commonly known as the New Government Procurement Act. His insights were instrumental in helping employees understand the legal frameworks that govern procurement, thus equipping them with the knowledge needed to ensure that their office or unit operate within the bounds of the law.
Rounding out the training, Ms. Jenith M. De Guzman, Head of the Supply and Property Unit delivered an insightful presentation on supply and property management in government, focusing on the crucial procedures for the disposal of government properties. Her discussion underscored the need for effective management of resources and the protocols necessary to ensure that government assets are handled appropriately
As PNU South Luzon continues to be a leader in educational excellence and in producing future-ready teachers, this series of training serves as a stepping stone toward enhancing institutional efficiency, transparency, and service delivery.
